Underpinning services

Addresses play a vital role in communities, allowing us to locate one another and enable a whole range of services to be delivered from the cradle to the grave. 

Most transactions, provided by thousands of different organisations, include an address – from registering to vote, collection of waste, delivery of social care, payment of taxes, connection of utility services, quotation for insurance, delivery of packages, allocation of school places and most crucially responding to emergency situations where time really can be a matter of life or death.

Many of these transactions are underpinned by the address information produced by local authorities and contained within the National Address Gazetteer infrastructure

The National Address Gazetteer is the single source from which the AddressBase products are developed and made available free at the point of use by Ordnance Survey for the entire public sector including organisations working on behalf of the public sector, under the Public Sector Mapping Agreement (PSMA) and One Scotland Mapping Agreement (OSMA).

Being able to access a definitive address list from one central place allows organisations to readily exchange information with each other, streamline services, reduce duplication and facilitate partnership working.


Efficiency savings

The use of address data in the standard format defined by GeoPlace has already brought efficiency savings of £54 million per annum to local authorities and a proposed productivity increase of up to £24 million over the next 5 years. 

A report from the Centre for Economics and Business Research found the following:

  • over £50,000,000 pa efficiency savings identified 

  • over 1,200 local government datasets already depend upon the data

  • 63% of savings from faster and more efficient processes

  • 37% of savings from more accurate delivery

The report was produced in 2006. Since the report, GeoPlace has been formed and uses its capacity to help councils deliver more than the CEBR report may have anticipated.

The CEBR report states that, on average, the cost of setting up a LLPG to a local authority is £34,000. The running costs are £40,000 per annum (including staff costs and other costs such as software licences). Which, overall is a sustainable amount to invest given the benefits to an authority outlined above. The CEBR project evaluation shows that over a ten year period, the benefit-cost ratio to local government alone could amount to 3.3:1. Despite being written in 2006, the statistics are now being proen through case studies and best practice.

The GeoPlace document ‘Save money and deliver better services to citizens' focuses on the local benefits of good quality address, and how the gazetteers enable authorities to:

  • save money

  • know where customers are and which public services they are using

  • deliver better services

  • reduce waste and duplication

  • enable evidence based decision making

  • intelligence for procurement, partnering and commissioning 

  • make better use of location based intelligence to transform service delivery

  • work with partners

  • create a national resource


This is done through the implementation of several key data management principles and expertise by GeoPlace including:

  • create data once, use many times

  • implementation of a standardised data model across local government and beyond

  • data validation and healthchecks

  • central co-ordination and distribution of data across the public sector.
