In 2022, the national Return on Investment (ROI) report, commissioned by GeoPlace LLP and conducted by location strategy consultants ConsultingWhere, showed that the widespread adoption and use of address and street data in local authorities could generate £384m savings over the period 2022-2026 – particularly through benefits derived in adult social care, education, planning, environmental health, and data integration. This represents an enhanced ROI of approximately 6:1.
ConsultingWhere undertook a Cost Benefit Analysis (CBA) that would quantify making better use of each authority’s data provided in the Local Land and Property Gazetteer (LLPG) and Local Street Gazetteer (LSG), with its associated Unique Property Reference Numbers (UPRNs) and Unique Street Reference Number (USRNs).
In simple terms, an enhanced return on investment of around 6:1 means that each £1 invested in using address and street data more effectively has the potential to deliver £6 in cost efficiencies and increased revenue. This report also shows that uses of the data in England and Wales have already delivered increased revenue streams and cost savings of an estimated £250 million between 2018 and 2022.
ConsultingWhere’s analysis shows that many authorities have already used this data effectively to build innovative services – improving efficiency, aiding revenue collection, and offering better customer service. Six specific use cases showcase the discounted benefits for local government as a whole in the following areas:
- Highways asset management - £190.7 million.
- Waste management - £180 million.
- Customer relationship management - £177.9 million.
- Non-domestic rates - £74.9 million.
- Data integration - £171 million.
- Adult social care - £9.8 million.
These net benefits were discounted using HM Treasury Discount Rate of 3.5% per annum. After applying HM Treasury Discount Rate, the total net benefits over the 10-year period from 2017–26 were expected to be £636m, representing an overall ROI of 5:1.
The return to individual local authorities has the potential to be higher, in the period to 2026, if the barriers to implementation identified in the report can be overcome and its recommendations are widely adopted.
