Working with local authorities

GeoPlace's position as the central focus for maintenance of core national address data gives us a unique motivation to engage with our key direct stakeholders – local authority address data contributors.  

Our approach to working closely with local authorities builds on over a decade of experience of working in a collaborative way with local government.  As a result we have a well-developed tradition of being inclusive in our discussions and development, and of responding to new ideas, challenges and perspectives. 

Working closely with local authorities informs our work, increases our impact, ensures that we respond to the needs of our partners and enhances our collaborative relationships.

Our success to date has been our ability to balance user requirements for quality core reference street and address data with the needs and capacity of our key local government data contributors.  

Our relationship with users is predominantly managed through Ordnance Survey, whilst a key focus of our role has been to work, through the Data Co-operation Agreement, to manage our relationship with councils in order that we can ensure commitment to the contribution of data.

Through the DCA governance process, local authorities' requirements for both the services we provide and the data they use and maintain is managed through the Authority Contacts Executive (ACE).

ACE is primarily responsible for ensuring that the DCA is managed correctly and is represented by membership of both GeoPlace staff and the elected local authority National Custodian Chairs. This group is also responsible for agreeing data entry conventions and data quality improvement targets for participating local authorities and agreeing project work that impacts the supply and use of address data within DCA members.

By working with GeoPlace, local government receives quality assurance on their data. GeoPlace validates all the records submitted to the hub and carries out over 400 checks on the data providing detailed feedback to individual local authorities.

We also support local authorities through a number of other services, such as:

  • rewarding and sharing best practice through case studies and running an awards stream
  • operating the governance programme that provides assurance that third party user requirements are balanced with local authority constraints and requirements
  • providing training and other capacity building material
  • managing a Khub group to facilitate knowledge transfer and day-to-day peer support
  • providing support and assistance with data issues
  • ensuring that data remains compliance with British Standards and complies with the obligations under INSPIRE on behalf of authorities.
