Protect Our Workforce: protecting our road workers on a live network
- Jonny Moran, Head of Operations, Transport Scotland
Jonny will present the work led by Transport Scotland to tackle the increasing instances of verbal and physical abuse shown towards our colleagues in the industry, noting the effects that these are having on colleagues’ physical and mental welfare. He will outline the background to and content of the 2020 Protect Our Workforce Campaign and importantly, the next steps for all involved.

Jerry will talk about the challenge of consistent communications and
the need to get accurate and speedy information out to as much of the
industry as possible. He’ll discuss the development of the HAUC App and
the HAUC website and the plan to make them the central pillar of
widespread communications. The presentation will highlight the journey
so far, how we have grown our engagement with industry experts and how
we are planning to further develop the tools for the benefit of all in a
bid to improve not only communications but also safety and
performance.

The National Street Gazetteer underpins street works coordination and is vital for sharing information about streets that improves health and safety and the efficient coordination of works. The industry is changing and data requirements, formats of delivery and currency need to change with it. At this roundtable we would like to explore what that looks like in particular asking the following questions.

As the ban on sales of new petrol and diesel cars is looming, many local authorities have set ambitious goals to achieve Net Zero, but they don’t always know what strategies are needed or how to deliver them. One of them being more and more looked at is the deployment of EV charging infrastructure as electric vehicles popularity is surging.
People want to charge their EV where they would naturally park and over 60% in the UK do not have a driveway to install a personal charging point.
As a local council, it’s difficult to know where to start if you're interested in leading the charge and preparing your area for electric vehicles.

Collaboration is something we aspire to in this industry and is an increasing area of focus to facilitate the better coordination of street works, but there is very little evidence that identifies whether opportunities exist. This research project aimed to build on a successful feasibility study in Cambridge City Council to deliver evidence for whole of England by analysing data from DfT Street Manager highlighting opportunities in the past, present and future for better collaboration. Examining street works data from Street Manager, but using common principles ensuring that the analysis is useable with any street works data, we looked at works that took place at the same time on the same and neighbouring USRNs, and any works that took place within 3 months of each other on the same or neighbouring USRNs thus ensuring we had extensive but a relevant view of opportunities. Introducing other datasets we were then able to explore other data criteria that may have facilitated or identified the need for more consideration to collaboration.
The presentation will present high level indications of the impact to the industry of better collaboration, how we got there and then a look to the future as to how this project can work with other initiatives, current systems and practices to work to a better future of street works collaboration.

James Harris from one.network will share real-world insights of collaborative innovation between highway authorities and utilities with a closer look at the Flexi-Permit initiative and the proposed changes to Temporary Traffic Regulation Orders. Both offer opportunities for the industry to experiment with new types of partnership working through digital collaboration.

The Strategic Infrastructure Steering (SIS) Group is supported by a wide range of infrastructure stakeholders including Welsh Government, utilities, transport providers, contractors, telecommunications and local authorities. This easy to access ‘Data Hub’ will allow them to coordinate their work, avoid, injury and damage, and help to reduce traffic disruption, costs, waste, and minimise environmental impact.
SIS Group are working closely with the ‘Data Map Wales Project’. This is a Welsh Assembly Government-led project whose vision is ‘to become the authoritative and recognised geospatial data source for data in Wales. Providing a shared data platform whilst also enabling all those who need access to use the data for their own purposes'.
